The North Sydey Development Control Plan (DCP) provides additional planning and design guidelines to support the aims and objectives of Council's Local Environmental Plan (LEP).
It provides detailed controls and standards for addressing development issues at a local level and covers various development types, including residential, commercial and industrial.
While DCP provisions are not legally binding, Section 4.15 of the Environmental Planning and Assessment Act 1979 requires the consent authority to take into consideration the relevant provisions of the DCP in determining a development application.
The NSDCP 2025 came into effect on 22 September 2025 and applies to all land to which North Sydey Local Environmental Plan 2013 applies.
The NSDCP 2025 repeals the operation of NSDCP 2013. Development applications lodged, but not determined prior to the commencement of NSDCP 2025, will continue to be assessed under the provisions of NSDCP 2013.
Draft amendments
Electrification of all new residential developments
At its meeting on 25 August 2025, Council resolved to endorse and publicly exhibit a draft amendment to North Sydney Development Control Plan (NSDCP) 2025 to introduce provisions for electrification of all new residential developments, at its meeting on 25 August 2025.
This draft amendment supports the shift to all-electric homes in new residential developments, by phasing out gas connections and appliances. Electrifying residential buildings reduces greenhouse gas emissions, and improves the comfort and health of residents. It is the first step in phasing out gas in the North Sydney local government area, with potential to expand to other types of development, and aligns with similar policies adopted by other Sydney councils.
The draft amendment to NSDCP 2025 will be on public exhibition from Thursday 16 October to Friday 14 November 2025 and may be viewed on Council's YourSay website, at the Customer Service Centre, and at Stanton Library.
