Works Zone Permit
Work zones are provided to aid in the efficient and safe operation of construction activities.
An on-street work zone, sometimes known as a construction loading zone, is a designated section of road where vehicles involved in construction work can stop to load and unload materials.
Any approved work zone should be used exclusively for picking up and dropping off materials and equipment.
Construction vehicles are not permitted to wait or park in the work zone, truck zone, or loading zone.
North Sydney Council is responsible for the approval of Works Zone Permits in the North Sydney LGA.
To apply, please thoroughly read the "Before you apply" section and understand the requirements and fees before lodging an application.
Please note, after the application is lodged, fees are not refundable.
Before you apply
You must read and understand the below information before applying for a Works Zone Permit.
Unsuitable works zone locations
Works zones are generally not suitable in the following locations:
- bus zones
- taxi zones
- bus lanes or clearways
- within 20m of an intersection with traffic lights
- within 10m of an intersection without traffic lights
Works zones may not be permitted in areas that are signposted:
- No Parking
- No Stopping
Works zone operating hours
- 7am to 5pm, Monday to Friday
- 8am to 1pm, Saturday
Unless signposted otherwise, a works zone will revert to normal parking outside the works zone operating hours.
School zones
If your truck route passes through a school zone, no construction vehicle movements are to occur during school drop off and pick up times on school days:
- 8am to 9.30am
- 2.30pm to 4pm

North Sydney Council requests that you provide a locality sketch of your works zone that will be presented to the Traffic Committee in support of your works zone application.

Construction Traffic Management Plan
If the Index of Conditions in your DA Determination references a Construction Management Program with Local Traffic Committee approval, you will need a Construction Traffic Management Plan (CTMP). You must have an approved CTMP prior to applying for a works zone and your proposed works zone must comply with the approved CTMP.

Trees within or next to a works zone
If any trees constrain loading and unloading associated with construction, your proposed works zone must be re-designed to accommodate these trees without the need to prune major branches.
Where pruning is unavoidable, applicants must contact our tree management team at treemanagement@northsydney.nsw.gov.au before finalising design drawings to discuss any constraints relating to street tree protection.
Evidence of a tree management plan is required to proceed with your application to ensure the protection of tree vegetation for the duration of your works zone.
Only minor tree pruning will be approved by Council.
Pedestrian safety
The applicant must provide a Traffic Guidance Scheme (TGS) ensuring safe pedestrian access through the work.
A TGS, formally known as a Traffic Control Plan (TCP), is a diagram that shows how you will use signage and devices to manage traffic at your worksite.

Vehicle access
Council authorises works zones to ensure construction projects operate efficiently and to minimise traffic disruption during construction hours (7am to 5pm, Monday to Friday and 8am to 1pm, Saturday).
Drivers are permitted to stop in a works zone if the driver is driving a vehicle that is:
- engaged in construction work in or near the works zone; or
- dropping off or picking up passengers
A works zone is not to be used for commuting or parking by builders’ tradespersons or visitors to the site.
Council reserves the right to remove works zone signage and replace it with no stopping signage if vehicle access conditions are not met in full.
Construction vehicles
Truck and dog trailers are not supported by Council.
Storage
Materials should be stored onsite. Materials should never be stored on any public road or any Council property.
Other construction permits
When construction requirements exceed the allocated works zone, you will need a permit for machinery and equipment on the road or footpath such as:
- mobile crane
- concrete pump
- other plant - machinery
- skip bins

Required documents
You cannot save and go back to finish your Works Zone Permit application form. Before starting, be sure to have all of the following documents ready to upload when processing your application form:
- Construction Traffic Management Plan (CTMP) approval letter
- a $25,000 security deposit (this is required for the works zone and must be submitted with the application)
- locality sketch of your works zone
- copy of your currencies and insurances with a minimum of $20,000,000 public liability, noting North Sydney Council as an interested party
- tree management plan approval letter from Planner or Tree Management team, if required
- if a CTMP is not required, please provide the following:
- Swept Paths for truck movements
- truck sizes
- Traffic Guidance Scheme (TGS)
Fees
The final fees will be calculated by Council.
Application fee
An application fee of $1990.00 must be paid in full before a permit is considered.
Security deposit
A $25,000 security deposit is required for the works zone and must be submitted with the application.
Bank guarantees are accepted as payment for the security deposit.

Additional fees
Additional fees must be paid in conjunction with the security deposit and may include:
- works zone meterage fee
- parking meter and sensor removal fee
- line marking fee (only if required)

Parking meter temporary removal/relocation: $2,500 per parking meter
Parking sensor areas
Parking sensor removal and replacement: $920 per sensor
Reinstallation of signs
Fee: $550
If your works zone has expired and you have not paid an extension fee, the signposts will be removed. If the signs have been removed and you wish to extend, a tax invoice will be issued for the new period and a reinstallation fee of $550 will also apply.
This fee also applies if you modify the size of the works zone and the signs need to be reinstalled to accommodate for this.

Local Traffic Committee review
If our officers support your application, it will be presented to the Local Traffic Committee (LTC) for review and recommendation.
The LTC is an external advisory body that advises Council on proposals related to traffic and parking controls. Any proposals endorsed by the LTC must then be approved by Council.
Works zones are not installed until the recommendation is endorsed by the LTC.

Submitting your application
Works Zone Permit application form
If further information is required, a Council officer will contact you.
You should allow for 30 business days for our Traffic and Transport team to review your application. If our officers support your application, it will be referred to the Local Traffic Committee (LTC) for review and endorsement. The LTC is an external advisory body that advises Council on proposals related to traffic and parking controls. Any proposals endorsed by the LTC must then be approved by Council. It is important to note that the Traffic Committee does not conduct investigations but rather reviews assessments submitted by others.
If the application is approved:
- the works zone is installed 14 days after the receipt of the security deposit
- all fees must be paid in full
- notifications to nearby properties within 100 metres of the works zone must be issued, advising residents of the installation of the works zone, and a copy of the property distribution map must be provided to Council by emailing workszone@northsydney.nsw.gov.au
Please note, when determining the application, Council may impose additional conditions of approval.
Cancellations and variations
Council reserves the right to revoke any works zone permit at any time without refund or compensation if any of the conditions of use are breached.
Council requires four weeks’ notice of changes to the duration of a works zone.
