Crows Nest Transport Oriented Development precinct finalised

The State Government-led rezoning of Crows Nest will come into effect on Wednesday 27 November 2024.

The area around the new Sydney Metro Crows Nest Station is one of eight transport hubs the State Government identified for ‘accelerated rezoning’ as part of its Transport Oriented Development (TOD) Program. The rezoning proposal was publicly exhibited from 16 July to 30 August 2024. Council made a submission calling for the government to consider the area’s economic future and deliver community infrastructure that would support the planned growth of our population. 

The State Government has now reviewed the submissions received. They have announced that the rezoning will come into effect this Wednesday 27 November 2024 and development applications will then be able to be lodged in response.

Post-exhibition changes have resulted in the expansion of the Crows Nest TOD precinct. The exhibited area of change has been extended to the west and south towards Lithgow Street, River Road and Gillies Street. A number of sites across the precinct have also had their maximum building height and density increased following public exhibition.

The Crows Nest TOD precinct will enable the future delivery of:

  • approximately 5,900 new homes
  • capacity for approximately 2,500 new jobs
  • a minimum of 3% affordable housing in all new residential development and between 5% and 18% for key sites
  • floor space ratios (FSRs) of up to 20:1
  • a range of building heights from 6 up to 62 storeys

The North Sydney Local Environmental Plan 2013 will be amended through a self-repealing State Environmental Planning Policy to give effect to the precinct’s zoning and development controls.

Council staff are currently working through the details of information made available by the State Government. We will provide more updates in the coming weeks.
