Council Meeting Summary, 14 April 2025

At its meeting on Monday 14 April, North Sydney Council considered six reports, each focused on improving services, streamlining operations and supporting our local community. Here’s a quick overview:

10.1. Draft North Sydney Development Control Plan 2025 (DCP) – Public Exhibition
Council agreed to place a new draft Development Control Plan (DCP) on public exhibition. The DCP outlines planning and design guidelines for development in North Sydney and replaces the 2013 version. The draft DCP simplifies, and restructures planning guidelines to reduce duplication and make it easier to navigate for residents, applicants and staff. The new format also prepares Council for future digital and AI-assisted development assessments.

The public exhibition will start on 1 May 2025 and will be available on our YourSay website. 

10.2. Policy Review – Access to Information & Asset Management 
Two key policies were readopted following a full review. Both the Access to Information Policy and the Asset Management Policy were updated for clarity, with no significant changes to their intent or function. These updates ensure Council’s approach remains clear, consistent and aligned with best practice.

10.3. Gender Equity and Accessibility Audit – Council Sporting Facilities 
Council considered a review of its sporting facilities, focusing on gender equity, access and inclusion. The report identified opportunities to improve change rooms, booking processes and field accessibility for women, girls, and people with disability. Council accepted the audit findings and agreed for a further review to guide updates to Council’s Sporting Facilities Booking Policy.

10.4. Draft North Sydney Bike Action Plan – Public Exhibition 
Council agreed to place a draft Bike Action Plan on public exhibition. The Plan outlines a connected, safe and accessible cycling network for North Sydney and builds on Council’s newly adopted Integrated Transport Strategy. It includes priority routes and actions to support active travel and was informed by community and stakeholder input throughout 2024.

10.5. North Sydney Oval – Rugby Festival Proposal 
Council will host a four-day international Rugby Festival from 30 July to 2 August 2025, featuring the Classic Wallabies, Wallaroos, and a live screening of the Wallabies vs Lions test match. The festival will take place across North Sydney Oval, Bon Andrews Oval and a designated ‘Fan Zone’ in St Leonards Park. The event aims to bring major sporting entertainment to the heart of North Sydney while creating inclusive, community-focused fan experiences.

10.6. Venue Hire Agreements – North Sydney Oval 
Council accepted the proposed development of five-year Venue Hire Agreements (VHAs) with two of North Sydney’s long-standing sports clubs—North Sydney Bears and Northern Suburbs Rugby Union (Norths). These agreements aim to provide clarity around access, fees, and shared use of North Sydney Oval and Bon Andrews Oval, ensuring sustainable management of these key community assets.
